First cut cardboard toilet rolls in half, or cut longer cardboard rolls into thirds. Make a simple papier-mache paste by whisking together 1 part all-purpose flour with 2 parts warm water until smooth. Tear sheets of newspaper lengthwise into 3 cm (1 in.) wide strips. Tear each strip into three shorter pieces. Dip a strip into the paste, remove, and use your other hand to remove excess paste. Wind the strip through the hole in the cardboard roll and around. Smooth out the wrinkles. Repeat until the roll is covered in 3 layers and let dry overnight. Then, mix 2 parts white glue with 1 part water. Tear old holiday wrapping paper into strips. Dip into solution, remove excess and wrap strips around the ring, smoothing out wrinkles. Dry overnight. Place cloth or paper napkins into the rings and enjoy your feast!
